PROBLEM TO BE SOLVED: To notify a driver of warning when a vehicle stopped position is in a theft frequent occurrence area.

SOLUTION: When a present position detected by a present position detection means is detected to be in the theft frequent occurrence area stored in a theft frequent occurrence area storage means by an area discrimination means and a stop of the vehicle is detected by a vehicle state detection means, a voice notifying control means makes a voice notifying means to notify the warning of calling the driver's attention to a theft.
