PROBLEM TO BE SOLVED: To provide a metal surface-treating agent which has good hydrophilic, anticorrosive and water-resistant properties, does not generate an unpleasant odor, can suitably be used for heat exchanger fins, and is used for forming hydrophilic coating films. SOLUTION: This metal surface-treating agent is characterized by comprising a polymer prepared by graft-polymerizing vinyl pyrrolidone on polyvinyl alcohol. It is preferable to further contain a cross-linking agent. It is preferable to contain a polymer having a K value of 12 to 150 and prepared by graft-polymerizing vinyl pyrrolidone on polyvinyl alcohol having a polymerization degree of 100 to 4,000 and a saponification degree of 70 to 100 mol%. The polymer is obtained by adding the vinyl pyrrolidone to a polyvinyl alcohol solution and graft-polymerizing in the presence of hydrogen peroxide, an organic peroxide or an azo compound as a polymerization initiator.
