<P>PROBLEM TO BE SOLVED: To provide an information transmission method, and an information transmission and reception display method for controlling whether to display information to be transmitted, according to the information for each opposite transmission party, without human assistance. <P>SOLUTION: If a matching security level of an identification mark attached to distribution material is not a security level, or below a video conference terminal 10 of a selected connection destination among security levels shown in a transmission condition list 23, a control part 101 cause a communication part 107 to transmit information, other than a distribution determining region of the distribution material to the video conference terminal 10 of the selected connection destination. Meanwhile, when the distribution determining region includes the entire material, the communication part 107 does not transmit anything. When the distribution determining region is a portion of the material, the communication part 107 may transmit the entire material, after applying image processing to contents of the distribution determining region so that the area is in an unreadable state, such as a mosaic, black-coated, or transparent state.
