PROBLEM TO BE SOLVED: To provide an information processing system for selecting a server related to taking-over of information processing by removing the influence of discontinuous load variation which is caused by the taking-over of information processing. SOLUTION: A guard time storage part 24 stores the server name of a physical server 30 excluded from the candidates of the movement origin and/or movement destination of a virtual server and the end time (guard time end time) of the exclusion period by associating them with each other. A movement destination decision part 22 determines the virtual server 31 as the object of movement and the physical server 30 as the destination of movement from among the physical servers 30 excluding the physical server decided to be within the guard time by an excluded server specification part 25. When the virtual server is moved according to the decision of the movement destination decision part 22 by a virtual server movement part 23, a guard time information updating part 26 stores the physical server 30 as the destination of movement and the guard time end time in a guard time storage part 24.
