PROBLEM TO BE SOLVED: To provide a delivery system for sale on the market at low cost, which can minimize the quantity of active agent-providing substances such as tooth whitening substances, and which can be tightly fitted to a proper oral cavity surface, so that active agent can be quickly delivered. SOLUTION: The delivery system 24 for oral cavity care substances, such as the tooth whitening substances, includes a piece of material having such a yielding point and thickness that, as the delivery system is pressed, it almost tightly fits the form of teeth 22 and adjoining flexible tissues by permanent deformation under pressure of <250,000 Pa. It also includes the oral cavity care substances applied to the piece of material. When the delivery system is applied to the surface of the teeth and the adjoining flexible tissues, the substances get in contact with their surface to provide active agent to the surface. The substances attach the piece of material and the surface to each other, so that the delivery system is held at a specific position for a long time enough to make the active agent work on the surface. The substances has such resistance to pushing force as to be durable to perpendicular force added to deform the piece of material, and the substances are not pushed out in large quantity from between the piece of material and the surface during manual deformation of the piece of material.
