A filter for runoff water containing oil. A tank (100) receives water and feeds it to a reservoir, which feeds it to a plurality of filter cells (110, 110A). The filter cells may be cylindrical a nd have differing filtering media, such as coarse and fine layers. The filtered water is received by a manifold (105A), which feeds cle an water to an outlet (102). If the flow rate of runoff water has a high rate of flow, the excess water flows directly to an outlet (103).
