PROBLEM TO BE SOLVED: To provide a compact and low-cost image forming device providing a stable image quality, with which low power consumption is achieved in a process to fix a toner image onto a recording medium and which can be used in an office. SOLUTION: This image forming device is provided with: a development device 4 which supplies toner as coloring resin particles containing at least water-soluble resin and coloring agent to an electrostatic latent image on a photoreceptor 1 for development; a transfer device 5 which transfers a toner image to the recording medium; and a softened water providing means 8 which provides softened water containing water for softening the toner image.
