PROBLEM TO BE SOLVED: To provide a precast concrete product capable of simplifying the work of lining and integrating a sheet to a precast concrete product such as a culvert, reducing a roughness coefficient, enhancing durability, and simplifying fixing work of the sheet to an inner mold face, and to provide its manufacturing method. SOLUTION: When manufacturing a culvert, the inner face of the culvert is lined with a waterproofing layer of a resin sheet, an attached layer of an adhesive or an elastomer, and a roughness coefficient improved sheet layer 1 having a fine eye layer of inorganic particles, from the inside in this order. The improving sheet layer 1 is cylindrically formed and manufactured shorter than the inner mold frame circumference, fixed to the inner mold face by spreading the sheet, and by placing concrete, the precast concrete product with the improved roughness coefficient can be obtained, in which the improved sheet layer 1 is lined on the inner face with fine eyes integrally bonded to concrete.
