PROBLEM TO BE SOLVED: To provide a water retentive paving unit capable of preventing a water retentive block from being broken even when a heavy object such as a vehicle or the like is put on it, to provide a water retentive paving system composed of a plurality of water retentive paving units, and to provide a method for forming water retentive pavement by use of the water retentive paving units. SOLUTION: This water retentive paving unit 11 has a water storage vat 3 having an opening part in its upper part, a water permeable cushion layer 5 formed by spreading water permeable cushion materials all over the inside of the water storage vat 3, and the water retentive blocks 6 spread all over the water permeable cushion layer 5.
