PROBLEM TO BE SOLVED: To construct a system for remotely monitoring a specific place present indoors or outdoors such as a garbage collection site at low cost. SOLUTION: A sensor device 30 detects conditions that an object enters the specific place indoors or outdoors and that the object is left, an information management terminal 20 having acquired a detection signal transmits the detection signal to a central management device 40, and the central management device 40 decides the conditions of the specific place a based on the detection signal. The information management terminal 20 and the central management device 40 are connected by a power transmission-monitoring communication line 10 that is an existing communication line.
