PROBLEM TO BE SOLVED: To accurately control a reforming rate of a fuel gas by accurately grasping the reforming rate of the fuel gas in real time. SOLUTION: In this fuel reforming device, a fuel reformer 16 forms a hydrogen gas by reforming at least a part of an inflowing ammonia gas (fuel gas). A pressure sensor 62 detects a gas pressure P1 before reforming by the fuel reformer 16, and a pressure sensor 64 detects a gas pressure P2 after reforming by the fuel reformer 16.
