PROBLEM TO BE SOLVED: To prevent toner from floating again and resulting in a toner cloud, by re-agitating recovered floating toner sufficiently. SOLUTION: The developing device includes: a developing container 3 for storing developer G containing at least toner and carrier; a developer holder 4 rotatably disposed in the developing container 3 and holding the developer G so that toner is supplied opposite the image carrier 1; a developer supply section 5 disposed in the developing container 3 and used to supply developer G to the developer holder 4; a developer agitating section 6 disposed in a chamber different from the developer supply section 5 within the developing container 3 and used to agitate developer G to be supplied to the developer supply section 5; and a developer recovering section disposed downstream of the area where the developer holder 4 and image holder 1 face in the rotating direction of the image holder, and used to recover floating toner and return it to the developer agitating section 6.
