<P>PROBLEM TO BE SOLVED: To improve the security of a user in an elevator, and to improve the transport efficiency of the elevator as a whole. <P>SOLUTION: Elevators of a building 1 are grouped into a plurality of elevator groups (high-speed elevators 2, low-speed elevators 4 and elevators 6 stopping at each floor), and the security of a user 9 is divided into a plurality of levels (large, middle and low). A plurality of types of operation control (dedicated 23, shared-ride 24 and general 25) are set for the respective selected elevators.
