PROBLEM TO BE SOLVED: To stably maintain high print quality by rotating a holding member, which holds a conductive sheet disposed in contact with an image carrier, thereby removing sticking matter and maintaining a contact width required for charging. SOLUTION: The charging device includes: at least the one conductive sheet member 31 which is disposed in contact with an electrostatic latent image carrier 1; and the holding member 32 which holds the conductive member 31.
