PROBLEM TO BE SOLVED: To provide a sufficient electrostatic elimination effect to an insulator such as shredded waste on the basis of a self-discharge type under a use circumstance where a grounding wire is not secured. SOLUTION: Elongated electrostatic elimination brushes 1 are respectively arranged along cutters 52, 52 in a shredder, and the electrostatic elimination brushes 1, 1 are respectively connected with both power supply wires 51a, 51b of an AC cord 51 of the shredder via two sets of surge protection elements 4 and a resistor 5. Static electricity of shredded waste shredded by the cutters 52, 52 is eliminated by electric discharge between a contact with the electrostatic elimination brushes 1, 1 and discharge generated between the electrostatic elimination brushes 1, 1. Discharge is easily generated by electrostatic induction by grounding the electrostatic elimination brushes 1, 1 via one of power supply wires 51a, 51b. Transitional excessive voltage generated on the electrostatic elimination brushes 1, 1 caused by discharge is limited by a surge protection element 4 and a resistor 5, and its safety is secured by releasing the surge current from the power supply wire which becomes a grounding side.
