PROBLEM TO BE SOLVED: To provide a driving device, a driving method and a plasma display device, capable of fully lowering a black brightness which is displayed in a panel. SOLUTION: In the plasma display device, the plasma display panel is driven by switching a first driving method and a second driving method by turns for each field. In the first driving method, a sustain electrode SUi is in a high impedance state from a time point t3a till a time point t4 in a period (a rising period) where a first ramp waveform RW1 is applied to a scan electrode SCi, and the sustain electrode is in the high impedance state from a time point t7 till a time point t8 in a period (a falling period) where a second ramp waveform RW2 is applied to the scan electrode SCi. In a second driving method, a period ND3 where the sustain electrode SUi is in the high impedance state during the rising period becomes larger than the period where the sustain electrode SUi is in the high impedance state during the rising period in the first driving method.
