PROBLEM TO BE SOLVED: To provide a heating device with a steam generating function capable of crisply burning a surface of a heating target by a heater, and preventing the surface of the heating target from being excessively burned brown, by steam. SOLUTION: As the heating target 12 in a heating chamber 11 is heated by infrared ray going through the steam, a concentration of steam in an area kept into contact with the heating target 12 is lowered by radiation from the surface of the heated heating-target 12, and the surface of the heating target can be crisply burned. As the steam is circulated and successively supplied, the concentration of steam at the area kept into contact with the heating target 12 does not become zero, and the surface of the heating target 12 can be prevented from being excessively burned brown. Further as a proper humidity is applied to the surface, the surface of the heating target 12 is surrounded by the steam, and the water content inside of the heating target 12 hardly escapes.
