<P>PROBLEM TO BE SOLVED: To provide an antistatic film with a surface protecting film, having improved antistatic property, damage resistance and surface protecting property, stainproofness, solvent resistance, and adhesion. <P>SOLUTION: Application liquid contains conductive metal oxide particulates, a resin (A) consisting of a polyester resin, an acrylic resin, a polyurethane resin or a polyol resin, a fluorine-containing resin (B), and curing agent (C), where mass ratios: conductive metal oxide/(A+B)=0.2 to 4.5, (B)/(A+B)=0.02 to 0.5, and (C)/(A+B)=0.25 to 0.60.
