<P>PROBLEM TO BE SOLVED: To determine the distribution of the amount of code in consideration of visual characteristics, i.e., a quantization parameter by making a generation amount of code agree with a target amount of code. <P>SOLUTION: An image coding apparatus includes: a first pre-coding mechanism 1 predicting a quantization parameter QP and a quantization matrix Q Matrix to be used for realizing a target amount of code; a second pre-coding mechanism 2 correcting the quantization parameter QP; and a coding mechanism 3 performing main coding using the quantization parameter QP corrected by the second pre-coding mechanism 2. The first pre-coding mechanism 1 calculates the generation amount of code by calculating the entropy of a level after DCT and quantization, and predicts the quantization parameter QP to be used for realizing the target amount of code, based on the generation amount of code. <P>COPYRIGHT: (C)2009,JPO&INPIT |
