PROBLEM TO BE SOLVED: To provide a cleaning device where an elastic cleaning member for cleaning the surface of an image carrier is hardly turned up or chipped, and an image forming apparatus and an image carrier unit equipped therewith. SOLUTION: The cleaning device 28 includes the elastic cleaning member 60 which comes into contact with a surface of the image carrier 16 for carrying an image and cleans the surface thereof, and a supporting member 70 which supports a plurality of surfaces of the elastic cleaning member 60. The elastic cleaning member 60 includes a first surface 64A positioned on a more upstream side in the rotating direction of the image carrier 16 than an edge 65 opposed to the image carrier 16, a second surface 64B positioned on a more downstream side in the rotating direction of the image carrier 16 than the edge 65 opposed to the image carrier 16, and a third surface 64C adjacent to the first surface 64A on an opposite side to the second surface 64B, and the first surface 64A and the third surface 64C are fixed on the supporting member 70.
