PROBLEM TO BE SOLVED: To provide a method of manufacturing an asphalt pavement mixture in which carbon black as nano particles is not formed in lumps and easily mixed uniformly with asphalt, and the quality is stabilized. SOLUTION: In the step of manufacturing an asphalt pavement mixture, a carbide 2 and/or a carbon black 3 obtained from a waste rubber 1 by dry distillation is first mixed with stone powder 4 to uniformly disperse and adhere to the surface of the stone powder. The powder 5 obtained by the adhesion and by dispersing the stone powder by the ball bearing action of the carbide is charged into a plant mixer, and mixed with the other asphalt material 6 for manufacturing the asphalt pavement mixture 7. The asphalt pavement mixture 7 is a water-dischargeable asphalt pavement mixture or a dense asphalt pavement mixture.
