An inorganic fiber mat, a holding sealer, a sound absorber, and a manufacturing method of the inorganic fiber mat are provided to reduce the scattering property of fiber regardless of increasing the quantity of organic binder. An inorganic fiber mat is made by cutting inorganic fiber aggregate(21). The partial inorganic fiber is thermally processed and is fused in each other. The crystallization rate of the surface thermally processed is 80% or less. The inorganic fiber aggregate is cut by a laser processing unit(41).
