<P>PROBLEM TO BE SOLVED: To provide a manufacturing device of a membrane electrode conjugant capable of accurately forming an electrode catalyst layer on a belt-shaped electrolyte membrane at a prescribed forming space. <P>SOLUTION: The manufacturing device of the membrane electrode conjugant forms the electrode catalyst layer 120 along the longitudinal direction of the belt-shaped electrolyte membrane 100, and includes a hole forming means 310 and a distance detecting means 320. In an extra region 101 of the electrolyte membrane conveyed in the longitudinal direction, a plurality of position detecting holes 110 are formed by the hole forming means 310 at prescribed spaces.
