PROBLEM TO BE SOLVED: To safely update an encryption key without increasing a processing load. SOLUTION: A base station performs hash processing of n times, creates a hash chain consisting of n hash values, makes a pair of at least a plurality of encryption keys and a hash value whose creation order is old out of created hash chains, and transmits the pair to a terminal one by one. On the other hand, the terminal at least receives the pair of the encryption key and the hash value, restores the hash chain from the received hash values, and verifies the restored hash chain.
