PROBLEM TO BE SOLVED: To provide an X-ray generator and X-ray generation method using a rotating target, which suppresses consumption of the rotating target by electron beam irradiation. SOLUTION: Electron beams are irradiated in the same direction as centrifugal force caused by rotation of the rotating target on the rotating target to generate X-rays. A substance for forming coating is arranged to cover at least an irradiated part of the electron beams and form a coating for suppressing evaporation of a structural member of the rotating target from the irradiated part of the electron beams.
