PROBLEM TO BE SOLVED: To provide service unique to terrestrial digital broadcast such as one-segment even when content of the terrestrial digital broadcast utilizing a broadcasting satellite. SOLUTION: A T/S inverse transformer (satellite/terrestrial broadcasting signal converter) 45 is characterized by providing: an IIP detection means 452 for detecting packets including head location information of multiplex frames from stream data for the terrestrial digital broadcast converted into a signal form of satellite digital broadcast to synchronize the packets; an invalid hierarchy insertion means 454 for inserting packets of invalid hierarchies specified by the signal form of the terrestrial digital broadcast in the multiplex frames; an NIT replacement means 456 for replacing an identifier of a network information table with an identifier specified by the signal form of the terrestrial digital broadcast; and a PCR reset means 457 for resetting program time reference value which no longer shows correct time reference value since timing changes by insertion of the packets by the invalid hierarchy insertion means 454.
