PROBLEM TO BE SOLVED: To learn the reference position of an intake valve with stable and positive accuracy. SOLUTION: In an internal combustion engine 2 having a mechanism 21 capable of variably controlling the lift of the intake valve 40 by rotating a control shaft 36, the rotating angle position of the control shaft is detected. The rotating speed of the control shaft is so feedback-controlled as to be held at a constant target value. While holding the rotating speed by the control, the control shaft is rotatingly driven toward a stopper 47 attached to the reference position of the intake valve. The device detects the rotating speed of the control shaft, determines whether the difference between the detected rotating speed and the target value is equal to or higher than a predetermined value, and learns the detected rotating angle position as the reference position of the control shaft. Since the control shaft abuts on the stopper when the rotating speed is unstable, the device can stably learn the full close position even if the torque by a drive means is fluctuated by the working environment.
