PROBLEM TO BE SOLVED: To reduce over-extraction by excluding a false ruled line when extracting a ruled line from a multi-level image, thereby allowing only a valid ruled line to be efficiently extracted without complicated calculation. SOLUTION: A binary image generation part 11 generates a binary image from a multi-level image acquired at a multi-level image acquisition part 9; a ruled line candidate extraction part 12 extracts ruled line candidate pixels that can constitute a ruled line from the binary image; and an edge detection part 13 detects information on an edge around the ruled line candidate pixels from a corresponding coordinate position of the multi-level image, applies a spatial filter for every boundary pixel of a ruled line candidate, and determines those pixels with a resulting absolute value larger than a predetermined threshold as constituting the edge. A ruled line acquisition part 14 determines and acquires the ruled line candidate as the valid ruled line and registers it in a ruled line registration part 15 when the number of pixels determined to constitute the edge reaches a certain ratio to the total number of the boundary pixels around the ruled line candidate.
