PROBLEM TO BE SOLVED: To provide a detoxification treatment apparatus for ash to be treated, which suppresses the melting of the ash to be treated and efficiently volatilizes and separates heavy metals contained in the ash to be treated, and to provide a detoxification method for the ash to be treated. SOLUTION: The detoxification treatment apparatus for the ash to be treated is constituted so that a chlorine-containing substance 22 is added to incineration ash 20 containing heavy metals and the heavy metals are chlorinated in a calciner and volatilized under heating to be separated and removed. The treatment apparatus is equipped with: a mixing means that uses a rotary kiln 1 that is internally lined with a refractory material, has the supply port of incineration ash 20 at one end thereof and also has a combustion burner and a discharge port for discharging calcined ash 23 at the other end thereof, as the calciner and mixes the incineration ash 20 and a carbide 21 before the incineration ash 20 is supplied into the rotary kiln 1; and a calciner control means for controlling the peripheral velocity and charged air of the rotary kiln 1 to generate such a state that the carbide 21 is not floated to the surface layer of the ash to be treated. The incineration ash 20 is heated to 950-1,200°C in the outlet region of the rotary kiln 1 to separate and remove the heavy metals. COPYRIGHT: (C)2009,JPO&INPIT
