<P>PROBLEM TO BE SOLVED: To provide a developing method with which satisfactory development characteristics is stably provided even in the initial use or a long period use, and also to provide a developing device, and a developer carrier used in the developing method. <P>SOLUTION: In the developing method, the developer carrier is used. The developer carrier is formed such that a resin covering layer 1 formed on the surface of a substrate contains a binding resin (a) and a quaternary ammonium salt compound having a sulfur atom. The proportion of sulfur atoms present in the surface of the resin covering layer and the proportion of nitrogen atoms belonging to the quaternary ammonium salt compound are defined by specific formulae. The developer has toner particles containing binding resin and magnetic iron oxide. The compressibility of the developer is 30 or less.
