PROBLEM TO BE SOLVED: To enable permanent securing of lubrication of a water system hydraulic buffer by a small amount of lubricant in a cylinder body. SOLUTION: The water system hydraulic buffer has lubricant O which is placed inside of the top end of the cylinder body 1, and which has a lower specific gravity than the hydraulic operation liquid W in the cylinder body 1. The lubricant O is separated from the hydraulic operation liquid W and the liquid level W1 as a border, and accumulates at the lower end of a rod guide 3. A liquid-reservoir concavity A used for inserting a rod body 2 in a shaft center is formed at the top end on the inner peripheral side of the rod guide 3 which is placed in the lower position of the oil-scraping down part 4a of a main seal 4. Then lubricating oil O flowed from the interior of the cylinder body 1 is pooled in the liquid-reservoir concavity A through the medium of a leakage clearance which arises between the rod body 2 and the rod guide 3. The inflow of the hydraulic operation liquid W from the interior of the cylinder body 1 into the liquid-pool concavity A through the medium of the leakage clearance is allowed, and the outflow of the hydraulic operation liquid W, which has been flowed into the liquid-reservoir concavity A, to the outside of the liquid-reservoir concavity A is made possible.
