PROBLEM TO BE SOLVED: To provide an internal combustion engine rotation control device coping with both stabilization of an internal engine operation and prevention of emission deterioration during exhaust cleaning catalyst warm-up. SOLUTION: A restoration process of revolution speed of the engine (S154) by ignition timing control starts when the revolution speed decreases less than that of the lower limit for stabilized run (yes at S152). Since a revolution speed NEcat required during warm-up is larger than that of the lower limit for the stabilized run, a substantial ignition-timing delay angle state for the exhaust cleaning catalyst warm-up is maintained if the revolution speed is near the NEcat required during warm-up. Further, if the revolution speed increases up to the stabilized run state (yes at S156) after the revolution speed decreases less than that of the lower limit for the stabilized run, the ignition timing returns to the substantial delay angle (S158), therefore, the exhaust cleaning catalyst warm-up is continued and emission deterioration is prevented. When the ignition timing is being restored or after returning to the substantial delay angle, the revolution speed is controlled (S160) by the intake air volume control to keep the revolution speed NEcat required during warm-up, and therefore, an engine operation is prevented from being unstable.
