A soft polystyrene board having preliminary cutting lines is provided to facilitate cutting and construction of the polystyrene board to a required size without a separate manual operation at the work site and to improve workability of the polystyrene board and reduce thickness of the wall body by forming a thin polystyrene board having cutting lines, and a method and an apparatus for manufacturing the same are provided. A soft polystyrene board having preliminary cutting lines comprises: an upper extrusion sheet(10) having a thermal fusion face formed on a bottom part thereof, and a lower extrusion sheet(20) having a thermal fusion face formed on a top part thereof, the upper extrusion sheet and lower extrusion sheet being integrated by lamination to form a laminated sheet(30); and preliminary cutting lines(31) formed on one side of the laminated sheet. The upper and lower extrusion sheets are extrusion molded by foaming a mixture of raw materials consisting of 60 to 70% by weight of polystyrene, 28 to 32% by weight of HIPS, 0.01 to 0.03% by weight of a talc master batch, 0.1 to 0.3% by weight of foaming gas, and 1 to 7% by weight of a fire retardant.
