PROBLEM TO BE SOLVED: To provide an information code reader for raising a success rate of decoding of information code and moreover improving reliability of the decoding and also provide a method of reading the information code. SOLUTION: The information code reader includes an optical system 210 having optical wave surface modulating element forming a primary image, an imaging element 220, an image processing unit 230 to form the high definition final image from the primary image, and a control unit 240 having a decoding function to allow determining whether to decode or not the filtered image data by receiving the signal having completed the filtering process in the image processing unit 230 and also having a determining function to determine the decoding data in accordance with the result of decoding by the decoding function by filtering the image data using a plurality of image recovery filters in the filtering process function of the image processing unit 230.
