When there occur, in a plurality of queues, burst transmissions in which packets larger than an allocated band are transmitted, the occurrences of such burst transmissions are counted for the plurality of queues, and it is determined whether the count value corresponding to a queue to which a packet transmission right has been transferred from another queue is equal to or greater than a predetermined threshold value.
