PROBLEM TO BE SOLVED: To provide a thin paper winding device having an opposite-direction tension cutting mechanism. SOLUTION: The device 100 comprises an upper winding roller 12 and the opposite-direction tension cutting mechanism 14. A thin paper sheet adheres on the roller surface of a lower half of the upper winding roller wound on a paper tube in a predetermined transmission direction. The opposite-direction tension cutting mechanism is installed below the upper winding roller and comprises a shaft 141, a gear rod 142, and a driving mechanism 143. The gear rod installed on the outer circumferential surface of the shaft comprises a shaft connection end 142a and a press-contact end 142b. The press-contact end projects from the outer circumferential surface of the shaft. The driving mechanism drives the gear rod and makes it rotate around the shaft. The rotation direction of the gear rod is opposite to the thin paper transmission direction. When the press-contact end is driven by the driving mechanism and rotates to a cutting position, the press-contact end of the gear rod clips the thin paper sheet currently passing between the upper winding roller and the press-contact end, and provides an opposite-direction tension cutting force to tear the thin paper sheet.
