PROBLEM TO BE SOLVED: To provide a community management device and method capable of efficiently retrieving useful information in a wide range without limitation to one community. SOLUTION: The community management device 10 includes: a relevance ratio calculating part 14 configured to calculate a relevance ratio, which expresses the intensity of the relevance ratio between the specified communities, by each keyword included in message information, based on a plurality of kinds of message information exchanged between the specified communities; and a retrieval processing part 15 configured to retrieve the community with the most intensive relevance ratio or the community with the relevance ratio more intensive than a prescribed threshold concerning the specified keyword, in response to an inquiry including the specified keyword transmitted from a user terminal apparatus 5.
