<P>PROBLEM TO BE SOLVED: To provide a phosphor that is efficiently excited with ultraviolet rays or short-wavelength visible light to emit light, and to provide a light-emitting device having a high color rendering property and high power output using the phosphor. <P>SOLUTION: The phosphor is represented by general formula: M<SB>1-x-y</SB>BO<SB>3</SB>:Ce<SB>x</SB>, Tb<SB>y</SB>(wherein M is at least one element selected from among Y, La, Gd and Lu; and x and y are each a numerical value satisfying 0.01≤x≤0.3, 0.01≤y≤0.3 and 0.02≤(x+y)≤0.6).
