PROBLEM TO BE SOLVED: To make a rotating shaft hardly generate vibration when the rotating shaft is rotated at high speed. SOLUTION: A stator 2 is fixed to a casing 1, the rotating shaft 7 is rotatably supported to the casing 1, recesses 8 are formed at the rotating shaft 7 so that the recesses surround the rotating shaft 7 to make one round of the shaft with a center line of the rotating shaft 7 as a center, a plurality of permanent magnets 9 are attached to the recesses 8 of the rotating shaft 7 by adhesion, a ring 10 which contacts with external side faces of the permanent magnets 9 is arranged, a turning shaft 14 is eccentrically and rotatably supported to the rotating shaft 7, a turning plate 15 is fixed to one end of the turning shaft 14, and three pieces of pin cranks 16 are arranged between the casing 1 and the turning plate 15.
