An electron-emitting device and the image display apparatus are provided to reduce the deviation of the electrical feature by comprising the electron-emitting element including the uniform conductive film. The substrate(1) is formed with the ceramic substrate including the glass substrate and alumina etc. A pair of element electrodes(2,3) are formed on the insulating substrate. The element electrode comprises the metal of the Pd, Pt, Ru, Ag, Au, Ti, In, Cu, Cr, Fe, Zn, Sn, Ta, W, Pb etc and the oxide of the PdO, SnO2, In2O3, PbO, Sb2O3 etc. The conductive film(4) having the electron emission unit which connects the element electrode each other is formed. The thickness the conductive film is 3nm - 50nm. The conductive film is made of the noble metal and non metallic oxide.
