A digital broadcasting system and a data processing method are provided to perform the additional encoding of mobile service data and transmit the encoded mobile service data to a receiving system, thereby improving the receiving ability of the receiving system. A receiver receives a mobile broadcasting signal consisting of a scalable video stream having different identification information at each layer. A demodulator(6002) demodulates the scalable video stream of the each layer. A decoding unit decodes the video stream of a base layer and the video stream of one or more higher layers with reference to table information writing the identification information of the each layer.
