PROBLEM TO BE SOLVED: To provide an image processing unit capable of maintaining a high image quality of a characteristic object and reducing the amount of data in the image.

SOLUTION: The image processing unit has: a characteristic area detection section for detecting a characteristic area from a plurality of moving image component images included in a moving image; a moving image division section for dividing the moving image into a plurality of partial moving images; a number-of-images determination section for determining the number of moving image component images included in each of the plurality of partial moving images, based on the detection result of the characteristic area detection section; and a coding section for coding moving images for each of a plurality of partial moving images. The number-of-images determination section determines the number of moving image component images included in each of the plurality of partial moving images according to the type of an object included in the characteristic area. The number-of-images determination section determines the number of moving image component images included in each of a plurality of partial images according to the speed of an object included in a characteristic area. The number-of-images determination section determines the number of moving image component images included in each of the plurality of partial moving images according to the number of objects included in the characteristic area.
