PROBLEM TO BE SOLVED: To provide a rubber composition for tire inner liner, improved in flexural fatigue resistance while further improving air permeation resistance by preventing troubles in tire manufacturing. SOLUTION: The rubber composition comprises, based on 100 pts.wt. of a rubber component including 50-90 pts.wt. of halogenated butyl rubber and 10-50 pts.wt. of butyl rubber, 10-30 pts.wt. of pulverized coal; 30-60 pts.wt. of carbon black; and 2-15 pts.wt. of hydrocarbon resin, in which a softener such as oil and a plasticizer are not blended, or are blended in an amount of 3 pts.wt. or less.
