PROBLEM TO BE SOLVED: To inexpensively and easily provide a system which displays various kinds of information and video images with a high amusement property for good users and displays video images giving mental pressure to suspicious users. SOLUTION: The present invention provides a monitoring system and a monitoring method wherein a monitoring server is included which accumulates face data of a specific person who reciprocates at a place where a monitor camera is installed, recognizes the face of the monitored person from video data captured by the monitor camera, collates the presence/absence of matching between the recognized face data and the accumulated face data, operates and determines a degree of monitoring from the presence/absence of matched face data, processes the captured video image after selecting the type of processing according to a determination result, and distributes the processed video image to a monitor for a monitoring person, and the distribution video image is also distributed to a monitor for a monitored person which is installed at a place where the monitored person can be imaged from the monitor camera and that the monitored person can browse.
