摘要 <P>PROBLEM TO BE SOLVED: To improve ion conductivity at an electrode catalyst of a fuel cell and improve the function of the electrode catalyst of the fuel cell. <P>SOLUTION: The fuel cell is provided with an electrolyte, a cathode arranged on one side of the electrolyte, and an anode arranged on the other face side of the cathode of the electrolyte. The cathode is provided with a cathode catalyst having a catalyst action to a reaction in the cathode and a cathode protection film which permeates an oxidant to be supplied to the cathode and surrounds the cathode catalyst.
