PROBLEM TO BE SOLVED: To provide an image extraction device and an image extraction program which facilitate the extraction of a scene change image which an operator desires. SOLUTION: The image extraction device is equipped with a scene change image extraction unit 12 which extracts the scene change image from a continuous image list employing a predetermined extracting condition, an indicating unit 3 which displays a neighborhood image of the scene change image, an operation history obtaining unit 14, which obtains the image information of an image subjected to a predetermined browsing operation among the scene change image and neighborhood image and the history information of operation, and an extraction condition changing unit 15 which changes the extraction condition employing the image information and history information of operation which are obtained by the operation history obtaining unit 14.
