PROBLEM TO BE SOLVED: To design measurement period lengthϕ, a specific thresholdη* and specific probability H* in the specific threshold so that the rate of the number of active contamination hosts to the number of whole brittle hosts can become a preliminarily determined upper limit value or less until a patch or vaccine against a worm which has newly appeared is developed. SOLUTION: This optimal value setup method in a worm infection host specification processing is provided to specify worm infection host by using only statistical data acquired by flow sampling, and to set measurement period lengthϕ, a specific thresholdη* and specific probability H* in the specific threshold necessary for worm infection host specification processing to be regulated to the optimal value. When the number of all hosts is N, a time when the appearance of the worm having an arbitrary scan rateηis detected is k=0, and a time to be spent on the generation of the patch or vaccine against the worm is T, the maximum value of values satisfying a constraint equation for the measurement period lengthϕunder constraint conditions that an active contamination host number rate (I<SB>K</SB>/N) at the arbitrary point of time of 0≤k≤K(K=T/ϕ) becomes an allowable valueεis set as the measurement period lengthϕ.
