When the number of all hosts is N, a time when the appearance of the worm having an arbitrary scan rateηis detected is k=0, and a time to be spent on the generation of the patch or vaccine against the worm is T, the maximum value of values satisfying a constraint equation for the measurement period lengthϕunder constraint conditions that an active contamination host number rate (I<SB>K</SB>/N) at the arbitrary point of time of 0≤k≤K(K=T/ϕ) becomes an allowable valueεis set as the measurement period lengthϕ.
