PROBLEM TO BE SOLVED: To provide a surface modification device for toner, in which surface modified toner particles having a sharp grain size distribution containing no coarse particle and having a little amount of a fine powder material. SOLUTION: The device for surface modification of toner containing a binder resin and a colorant includes (1) a powder flow rate accelerating means for introducing the toner into the device, (2) a means for diffusing the introduced toner, (3) a means for modifying surfaces of the diffused toner and (4) a means for recovering the toner, and has a diffusing member having at least a plurality of holes disposed at an exit of the powder flow rate accelerating means for introducing the toner into the device.
