An infrared ray distribution and illumination device is provided to remove the foreign material and horny substance of scalp and to improve the flow of the blood within the scalp. An infrared ray distribution and illumination device comprises: a semiconductor light source unit changing electrical energy delivered from the power supply unit into the optical energy and emitting the infrared light source; a light distributor unit successively dividing light source into a plurality of lights in the form of tree; a light guide unit which is connected to the end of the optical distribution unit and delivers the light source to the circumference of the scalp; a comb unit protecting a light guide and delivering the physical power; and a protrusion functioning scalp massage.
