A hard disk drive controller and a hard disk drive having the same are provided to divide and manage a data sector into partial data sectors, thereby reducing capacity of unnecessarily lost data sectors. A hard disk drive controller(120) comprises a buffer block(121), a formatter(122) and an ECC(Error Correction Code) block(123). The buffer block temporarily stores record data received from a host and reproduction data outputted from the host. The formatter outputs received record data or reproduction data. And the formatter outputs the first control signal and the second control signal based on error information of a partial data sector corresponding to the record data and the reproduction data. The ECC block encodes and outputs the record data corresponding to the partial data sector having no error among the received record data during a recoding operation based on the first control signal outputted from the formatter.
